John Pelissero, director of government ethics, said taxpayers should expect public officials to be reimbursed for expenses.

At the same time, Mr. Pelissero said, there is “an ethical duty of public officials to act with the virtues of honesty and integrity when seeking reimbursement for travel expenses.” Abuse does occur, he said, and when those situations become known it can erode trust in government.
