John Pelissero, a senior scholar in government ethics at the Markkula Center for Applied Ethics at Santa Clara University, said financial disclosure laws were built to give voters confidence in elections.
He said state regulators should be working hard for transparency and providing the public with as much information as they can on candidates. That's not what he's seeing.
"One trend that seems to be apparent in most states is that they have requirements ... the offices receiving these (disclosures) lack the staff to validate them," Pelissero said.
If there's ambiguity in the law or uncertainty over policies, then lawmakers should fix it, he said. "In most instances you need the state legislature to take up the issue," Pelissero said.
