Traffic & Parking Regulations

The following information will guide you through the parking and campus safety regulations in effect during your stay on the campus grounds. For complete, up-to-date information on campus regulations and the campus parking plan, visit the Campus Safety Web site at www.scu.edu/cs . The rules and regulations posted on the Campus Safety Web site supercede the instructions found in this guide.

Parking Permits
  • You will need a parking permit to park on campus, on University-owned property, or at one of the off-campus apartment buildings.
  • Parking permits are easy to obtain: Daily permits are available at the Main Gate kiosk; or permits can be purchased at the Campus Safety Office between 7 a.m. and midnight, seven days a week.
  • Make sure your permit is visible from outside of your vehicle.
  • Unfortunately, purchase of a permit does not guarantee the availability of parking spaces in particular lots or campus areas.
  • If your permit is lost or stolen, report the incident to SCU’s Campus Safety department. There will be a replacement fee for all lost or stolen permits.
  • The University reserves the right to rescind permits if use of such is abused and/or if continued violations occur.
Hours of Enforcement
  • A permit is required to park on campus between 6 a.m. and 8 p.m., Monday through Friday; Saturday, Sunday, and University holidays excepted.
  • Approved graduate students are welcome to park in faculty/staff spaces between 4 p.m. and 6 a.m.
Permit Privileges

Campus Safety issues different types of permits for different types of campus visitors. The following list will help you match the type of permit you were issued with the available parking options on campus:

  • Visitor Pass: Allows free parking for up to two hours in all designated visitor spaces or other designated spaces as listed on the pass restrictions.
  • Faculty/Staff Permit: Allows parking in all ‘B’ spaces only.
  • Nonresident student permit: Allows parking in all ‘E’ spaces only.
  • Resident student permit: Allows parking in all student ‘C’ and ‘CW’ spaces and ‘N’ spaces after 5 p.m.
Parking Regulations
  • Parking areas on campus are color coded to help visitors avoid citations:
    Blue zone: Disabled parking requires properly displayed DMV authorized placard or license plate and SCU permit. Parking in a disabled parking space without the required authorization carries a penalty of $280.
    Yellow zone: Passenger and freight loading for no longer than 30 minutes. White Zone: Passenger and freight loading zone for no longer than five minutes.
    Green Zone: Time-limited parking for no longer than 30 minutes.
  • Parking only in designated lots and parking spaces will help protect the beauty of campus and ensure a safe and pleasant experience for all campus visitors.
  • Bicycle racks are positioned across campus to give riders a place to park their bicycles that will not cause a safety concern for pedestrians and motorists. Bicycles may be impounded if they are not parked in a bicycle rack on campus grounds.
  • Santa Clara University hosts many special events over the course of the year. Campus Safety reserves the right to temporarily suspend the parking regulations to accommodate visitors attending these events. Announcements to this effect will be issued by the Campus Safety Office.
  • Penalty fees are generally $40, except disabled parking.
General Regulations
  • The University is not responsible or liable for damage or loss to any vehicle or its contents on campus and assumes no liability for damage to persons or property arising from the issuance of any type of parking permit.
  • Unless otherwise posted, the speed limit on campus is 15 mph for all vehicles.
  • Pedestrians must be given the right of way at all times.
  • All persons driving or parking on the campus are required to obey applicable provisions of the California Vehicle Code, the Santa Clara Municipal Code, and SCU regulations.
  • Vehicles may only be operated on roadways and in parking lots. Driving and parking is specifically prohibited on pedestrian paths, sidewalks, landscaped areas, construction areas, and in any other area that would constitute a safety hazard or interfere with the use of or access to University facilities. (University electric service vehicles are exempted from this requirement.)
  • No person may abandon, wreck, dismantle, repair, service, or render any motor vehicle inoperable on University property.
  • Permission to enter the campus may be revoked by the University at any time.
  • Removal or tampering with any barrier, fence, post, cone, sign, or other item placed for control of traffic or parking is prohibited.
  • Bicycles and skateboards may not be ridden on sidewalks or pathways on Palm Drive, Alviso Street, or within the Mission Gardens.
  • SCU traffic and parking regulations are enforceable through citation and/or towing in accordance with the penalty schedule published and in force at the time of the violation.
  • The director of Campus Safety is responsible for enforcement of all University traffic and parking regulations.
Citation Administration

All citations issued for violations of the SCU parking and traffic regulations are processed by a contract citation processing company. Failure to pay fines or file an appeal within 21 days of receiving a citation will result in a penalty assessment in addition to the fine. All violation notices will be sent to the registered owner of the vehicle at the address on the registration certificate. The appeal process must be exhausted before an administrative hearing can be held.

Citation Appeals

Citations may be appealed in writing to the Parking Enforcement Center, P.O. Box 5010, San Ramon, CA, 94583 within 21 calendar days of the issuance of the citation. If no appeal has been filed within 21 days, no further appeal will be considered. Those appealing a citation will be notified of the outcome within 10 days of filing the appeal. If the appeal is denied, an administrative hearing may be requested. If the appeal is again denied, the person receiving the citation may request a civil court hearing. Citations may be contested in civil court only after the appeal process has been exhausted.

Note: All penalty amounts are subject to change by governing authorities without notice. Penalty amounts will be specified on all citations issued.

Failure to pay citations may result in immobilization of or impounding of the vehicle.
